The growing legislative battle: Ratepayer Protection Act vs. Grid Savings Act

With each party’s block of “fast-tracking” either the Ratepayer Protection Act or the GRID Savings Act, lawmakers on each side of the aisle will most likely have to negotiate and blend elements of each to satisfy their constituents, who are heavily invested in the outcome of the November election, and how it will impact their utility bills.
Republicans view the Ratepayer Protection Act (H.R. 9340 / S. 5028) as a vital, common-sense measure to protect consumers ahead of the 2026 midterms, while Democrats call it a light touch advisory framework that asks PUCs to “consider” adopting large-load standards. Instead, they want the Grid Savings Act (S. 5199), which would give FERC direct rulemaking jurisdiction over the interconnection of large loads to the interstate transmission grid.
