Texas - a microcosm of AI infrastructure debate for the nation
Texas is becoming a proving ground for the most fundamental AI infrastructure questions. Soon to overtake Virginia as the data center capital of the world, Texas has approximately 474 GWs of projects seeking to plug into the Electric Reliability Council of Texas (ERCOT).

Based on trailing Data Center Coalition performance data, the industry generated roughly $4.5B – $4.8B in total state and local tax revenues — $2.3B of which went directly to local municipalities to fund schools and infrastructure.

Economists tracking the 2025 market noted that for every dollar directly added to the GDP by a data center, an additional 2.5 dollars was generated elsewhere in the Texas economy through the fast-tracked construction pipelines and specialized utility supply chains.

Despite those numbers, 56% and 60% of Texans oppose data center construction in their immediate communities. In highly populated areas, they’re protesting skyrocketing electric bills. In rural areas, they’re protesting the rapidly expanding physical footprint of energy infrastructure and land use.

This has put Governor Abbott in a very tenuous position – one that’s being repeated in virtually every state if which local elected officials, school boards, and economic development corporations have courted data center development. In most cases, data center projects have been treated as standard commercial real estate or zoning changes, often shielded by NDAs that have kept local people out of the loop, and with no voting power.

With elections on the horizon, that is rapidly changing, as governors in blue, red, and purple states are increasingly pausing or more strictly regulating data center development. With Texas as the prime example, Abbott was forced to mandate that all data center projects seeking to connect to ERCOT submit information to both ERCOT and the PUC about the owners of the projects, the proposed water use, tax breaks, and the cooling technologies they’ll be using.

And while he, like many governors, has touted Bring Your Own Power (BYOP) and Behind-the-Meter (BTM) as ways to mitigate the economic strain on urban Texans, those strategies are now seen to be shifting the strain to rural voters.

Increasingly, farmers, ranchers, and rural communities say the industrial footprint of large-scale solar, wind, and nuclear amounts to an industrial takeover of their land and way of life. Additionally, the news about the noise, pollution and carbon footprint of on-site natural gas turbines are further exacerbating the backlash.

In data center strongholds, like Dallas-Fort Worth and “Silicon Prairie” outskirts and submarkets like the Austin–San Antonio corridor, there is a mix of acceptance and dissention. In Red Oak & Wilmer (Ellis/Dallas counties), large swaths of industrial land were zoned for tech footprints, and local leaders celebrated them for generating large amounts of revenue with very low demand on local police or emergency services. But now, local residents have started to push back on the impending impact, with large projects like the DataBank, Google, and Compass data centers and mega-projects becoming more prominent and visible on the landscape.

North of Austin, Hutto & Taylor (Williamson County), a “Samsung-fueled” surge has brought industrial substations and what some locals say is local resource depletion. That is also the complaint in some unincorporated West Texas Towns, where fewer than 12 inches of rain fall each year. Add in the noise and air pollution of natural gas turbines, plus the use of eminent domain to create micro-grids through multi-generational family cattle ranches, and it’s easy to see why backlash is growing amid the rapid pace of construction.

With mid-term elections coming in November, perhaps the pauses will enable municipalities and data center owners to better balance economic wealth with the desire by residents to be included in the decision-making.
